Mayor Swaby says Predecessor Delroy Williams to be Blamed for Development Breaches

The mayor of Kingston, Andrew Swaby, has called out his deputy, the Jamaica Labour Party’s, JLP, Delroy Williams, for his role in the building approval process for two controversial developments.

One property is located at 2-Weycliffe Close in Beverly Hills and the other at 18-and-a-half Lyndhurst Road.

He made the comment on Tuesday at the first monthly meeting of the Kingston and St. Andrew Municipal Corporation.

According to Mayor Andrew Swaby, Delroy Williams presided over the corporation during the construction of the Weycliffe Close development that was flagged by the Integrity Commission.

The commission, in a recent report, noted breaches of the approval process at the Weycliffe Close property.

The KSAMC had granted approval for the construction of four two-bedroom townhouses by Estatebridge Holdings.

However, upon inspection, the development was found to consist of four-four-bedroom townhouses, representing a clear breach of the permit.

According to the Integrity Commission, this violation contravenes the Building Act.

The KSAMC has since approved the amended as-built applications for the 2 Weycliffe Close property.

Mayor Swaby also pointed out at Tuesday’s meeting that construction of the development at 18-and-a-half Lyndhurst Road started when the corporation was chaired by Councillor Williams.

That building, a four-storey structure bearing the name of People’s National Party councillor, Dennis Gordon, was constructed without any of the requisite permits.

The KSAMC has also approved the amended as-built applications for the development at 18-and-a-half Lyndhurst Road.

Mayor Swaby announced at the KSAMC meeting that he will be implementing strategic measures to improve the building approval process for the Corporate Area.

This includes a three-member panel to oversee the administrative process and a fee for as-built applications.
