Jamaica Labour Party, JLP, spokesman and cabinet minister Robert Morgan believes distrust in the current government stems from the failures of past administrations.
Minister Morgan was reacting to findings of the latest Nationwide/Bluedot Poll powered by Total Tools.
The poll findings show that a plurality of Jamaicans, 36 per cent, said they were confident the administration of Prime Minister Andrew Holness could fix the biggest problems in the country.
Minister Morgan says a historically poor perception of government is the reason for the low number.
Minister Morgan says the establishment of institutions such as the Integrity Commission, is but one way a government can build trust in its relationship with the people it serves.
