The First Instance Tribunal, delegates of the Jamaica Racing Commission, have fined trainer David Powell and Groom Herman Chuck a combined sum of $300,000.
The pair was fined upon the conclusion of an investigation in which the horse, “Principal Tiffany” returned a positive test for the prohibited substance Ephedrine.
The sample was taken following the running of the first race at Caymanas Park, on May 22, 2023.
After thoroughly considering the evidence presented, the Tribunal accepted the finding of the Racing Chemist, that the urine sample taken from the horse contained the drug Ephedrine.
They subsequently ruled that both Powell and Chuck were negligent and were responsible for the positive finding returned by “Principal Tiffany”.
A fine of $100,000 was imposed on Powell and $200,000 on Chuck. Both parties were given a period of ninety days to pay the fine.
“Principal Tiffany” was also disqualified from the race.
