Commanding Officer for the Manchester police division, Deputy Superintendent Carey Duncan, says despite a series of shootings and murders in the parish, crime is not out of control.
Five people were shot and killed over a seven day period in the parish earlier this month.
DSP Duncan says the murders are linked to lottery scamming.
DSP Duncan is encouraging Manchester residents to cut all ties with criminals and their enterprises.
