That’s how minister with responsibility for works, Robert Morgan is reacting to the claim from Opposition Spokesman on National Security, Peter Bunting, that the government’s vaunted SPARK Programme is nothing but a ‘con’.
Speaking at a PNP Divisional Conference in Junction, St. Elizabeth, on Sunday, Bunting said SPARK, the $40 billion roadworks programme, was basically a conduit for the JLP to get the cash to fund its general election campaign.
Speaking on Nationwide at Five on Monday, Minister Morgan dismissed the argument.
Minister Morgan points out that specifications have been built into the programme that will ensure that any foreign company that wins the bid to execute the project must partner with local contractors.
