Belize Moves to Modernize Telecom Rules Under New OAS Partnership

Belize has entered a new partnership aimed at modernising the rules governing telephone, internet and other telecommunications services across the country.  The Public Utilities Commission has signed a Memorandum of Understanding with the Inter-American Telecommunication Commission, known as CITEL, an agency of the Organization of American States. Under the agreement, CITEL will review Belize’s existing telecommunications regulations and help the PUC identify areas requiring reform. The Commission will also receive specialised technical assistance, progress reports and recommendations for strengthening the sector.  The partnership could eventually lead to better-quality services, wider mobile and internet coverage, stronger consumer protection and more reliable access in rural and underserved communities. Updated regulations could also support the introduction of new technologies while ensuring that service providers remain accountable.  The initiative is further expected to encourage investment and fair competition within the telecommunications industry. Over time, greater competition and stronger regulation could provide Belizeans with more choices, improved customer service and more affordable options.  The agreement, however, will not result in immediate reductions in prices or instant improvements in coverage. Instead, it establishes the framework for the PUC to review the sector and develop reforms based on CITEL’s recommendations. The overall objective is to create a more modern, inclusive and consumer-friendly telecommunications system for Belize.
