Belize Police Launch Crime Fusion Center to Strengthen Intelligence-Led Policing

The Belize Police Department has officially moved to strengthen its intelligence-led policing framework with the formation of a Crime Fusion Center, an initiative described as the brainchild of Police Commissioner Dr. Richard Rosado.  The Crime Fusion Center brings together several specialized units within the Police Department under one coordinated structure, aimed at improving operational efficiency, real-time communication, and the sharing of intelligence across divisions. Officials say the initiative is designed to break down silos that previously limited the timely flow of information, allowing investigators and commanders to respond more swiftly and strategically to crime trends.  Commissioner Rosado explained that the Fusion Center is a key pillar of the department’s broader modernization efforts, aligning with its focus on reform and data-driven decision-making. By centralizing intelligence analysis and coordination, the center is expected to enhance crime prevention, strengthen investigations, and support targeted enforcement operations nationwide.  The Commissioner emphasized that modern policing requires collaboration, technology, and proactive intelligence, noting that the Fusion Center will serve as a nerve hub for informed policing actions. He added that while the initiative will continue to evolve, it represents a significant step toward a more responsive and effective Police Department.

Dr. Richard Rosado, Commissioner of Police: “As a command staff we look at the department and we look at where we can improve efficiency, where we can remove redundancy and then we saw that we have the Joint Intelligence Coordinating Centre, we have the Interpol, we have COMPSTAT several units that were duplicating efforts and they were not actually communicating the way that they should be communicating. So we sat down as a command staff and we came up with the Crime Fusion Center. Now with the Crime Fusion Center it’s basically was established in order to strengthen data driven policing and to utilize, to better utilize intelligence led operations. And the main goal of the Crime Fusion Center is to basically utilize real time analytics, AI’s and cross agency data to improve the work that we are doing. And we are slowly progressing into that direction. One of our greatest challenges is the interoperability of databases. We have a number of databases within the department. We have the AFIX, which is our fingerprint system. We have the criminal records system and we have the crime management system. Outside the department we have the Transport Database System, we have Immigration , we have Customs, so we have a number of agencies that have data that could assist us in terms of improving the efficiency, in helping us to solve crimes.”

The Crime Fusion Center idea is complemented with a new initiative referred to as the Highway Interdiction Team (HIT).
