Community Rehabilitation Department Moves to Strengthen Youth Justice Services

The Community Rehabilitation Department (CRD) hosted a validation workshop in Belmopan to review a new set of Standard Operating Procedures that will guide its work in prevention, rehabilitation, court services, aftercare, and programme management.  The workshop brought together staff, government officials, technical experts, and development partners to ensure the new procedures reflect the best international practices while addressing the realities faced by communities across the country. The initiative received support from the United Nations Development Programme (UNDP) through the PACE Justice Programme, which is funded by the European Union. In her keynote address, UNDP Inclusive Growth, Digitization and Governance Team Lead Amilin Mendez said the exercise goes beyond developing policies, stressing that it is ultimately about giving young people who come into conflict with the law an opportunity to rebuild their lives while making communities safer through rehabilitation and accountability.  According to the Ministry, once the Standard Operating Procedures are finalized, they will provide clear guidance for staff across the country, helping to improve consistency in service delivery and strengthen support for children, youth, and families. Officials say the effort forms part of the government’s broader work to build a more coordinated and child-sensitive justice system that emphasizes prevention, rehabilitation, and opportunities for positive change.
