Department of the Environment Approves Port of Belize Ltd. Cruise Project With Strict Conditions


The Department of the Environment has given the green light, under strict conditions, for a major cargo expansion and cruise port development project proposed by the Port of Belize Limited in the Port Loyola area.  The decision follows a recent review by the National Environmental Appraisal Committee, which examined the project’s Environmental Impact Assessment and weighed both technical findings and public concerns. The committee ultimately recommended approval, but only with a series of safeguards aimed at minimizing environmental and social risks.  Among the key concerns raised is the impact of dredging activities required for the project, particularly the disturbance of seabed materials and the need for proper containment systems. The committee has also highlighted potential effects on water quality, air quality, and surrounding land during both construction and operational phases.  Environmental protections will extend to sensitive ecosystems as well, including requirements for careful engineering and long-term monitoring of any mangrove island used for dredged material disposal. Additionally, developers are expected to implement measures that directly benefit nearby communities, such as traffic management plans, flood mitigation strategies, job opportunities, and mechanisms for residents to raise grievances.  The Department of the Environment says these conditions will be formalized in an Environmental Compliance Plan, which the developer must sign and adhere to throughout the life of the project. Oversight will involve regular monitoring by a multi-agency taskforce to ensure compliance, particularly during the construction phase.  At the same time, officials acknowledged that the current EIA differs significantly from earlier submissions, and that the project was approved by a majority, though not unanimously, within the committee, reflecting a level of ongoing concern.
