The Minister of Culture and Community Development has revealed that the total cost to establish and operate the Flava Village initiative during the Carnival 2026 period amounted to $16,164,663.75.

The expenditure, detailed in a written response to a question from Senator Janelle John-Bates, shows that the largest portion of the budget went toward other contracted services, which accounted for $13,500,000. Other significant costs included $1,484,500 for promotions, publicity, and printing, and $725,163.75 for security.

Smaller allocations were made for the construction of facilities at $283,000 and short-term employment at $172,000.

To secure these services, the ministry utilised three procurement methods: limited bidding, single source selection, and request for proposal with dialogue.

According to the response, these methods were chosen based on the nature and value of each contract.
Contracts were awarded based on an evaluation of price, quality, delivery speed, technical merit, and sustainability.
