Government Defends Belize Revenue Authority Plan Amid Union Concerns


Amid mounting demands and objections from the Public Service Union, the Government has moved to clarify the proposed establishment of the Belize Revenue Authority. In a detailed release issued today, the Ministry of Finance and Belize Tax Service Department explained that the reform is intended to modernize tax administration, improve taxpayer services and better protect public revenue. The Government says the BRA will build on improvements already made through the Strengthening of Tax Administration Project. It argues that Belize’s revenue system must keep pace with digital transactions, complex business arrangements, international taxation and growing risks related to tax evasion and revenue leakage.  According to the ministry, semi-autonomy will give the Authority greater flexibility to recruit and retain specialists in areas such as forensic auditing, data analysis, cybersecurity, international taxation and investigations. The BRA will remain subject to Belize’s laws and government oversight and will not have the power to create or impose taxes. Those decisions will remain the responsibility of the Legislature.  The Government also sought to address concerns surrounding Belize Tax Service employees. Staff members will be required to apply for positions within the redesigned Authority because the new structure will include different roles, competencies and performance requirements. Successful applicants will be compensated for their years of public service in accordance with the Pensions Act and will have access to a contributory pension plan.  Employees who are unsuccessful, or who choose not to join the BRA, will be placed elsewhere within the wider Public Service in positions matching their existing roles, salaries and benefits. The Government says the transition will be fair, transparent and orderly, with employees receiving the information necessary to compete equitably for posts.  For taxpayers, the proposed reform is expected to produce simpler procedures, faster processing, improved digital and in-person services and more consistent application of Belize’s revenue laws. It is also intended to ensure that compliant taxpayers and businesses are not placed at a disadvantage by those who evade their obligations.
