Government Expands NHI Coverage Across Belize City and Western Communities

The Government of Belize this morning marked another milestone in the expansion of universal healthcare, signing contracts with eight institutions that will now deliver primary healthcare services under the National Health Insurance, NHI, scheme.  The signing ceremony signals a significant expansion of services, bringing the entire northside of Belize City, Belmopan, San Ignacio, Santa Elena, Benque Viejo del Carmen and surrounding communities under the NHI umbrella. Residents in these areas will now have access to comprehensive primary care, laboratory services, imaging and medication at little or no cost.  Prime Minister John Briceño reflected on the origins of the program, describing NHI as a long-standing vision of the People’s United Party rooted in the principle of health equality for all Belizeans.

John Briceño, Prime Minister of Belize: “A bold idea was born in the south side of Belize City. It was an idea rooted in a simple but powerful belief that where you live or how much you earn should never determine whether you live or die. It was the belief that healthcare is not a commodity for the few, but a fundamental right for all Belizeans. That idea was a National Health Insurance program. For a quarter of a century that pilot project in the South Side of Belize City has been more than just a program. It has been a laboratory of home. We learned lessons there, some hard, some triumphant. We learned that when you invest in primary care you save lives. We learned that when you empower local clinics and pay for performance quality improves. We learned that the journey to universal health coverage if a marathon, not a sprint. So today my friends after twenty five years of running that marathon, we’ve reached the final critical mile. And allow me to recognize the visionary leadership of the Right Honorable Said Musa and the government of the People’s United Party from 1998 to 2008.”

The Prime Minister noted that expansion represents a continuation of efforts to ensure that access to quality healthcare is not determined by income or geography but treated as a fundamental right.  Among the newest contractors joining the NHI network are Total Health Solutions, Guardian Angel Medical Center and Cayo Medical Family Clinic. Their inclusion broadens the reach of services in key urban and peri-urban communities in the Cayo and Belize Districts.  Speaking on behalf of the new providers, Lionel Olivera of Total Health Solutions, Pablo Pena of Guardian Angel Medical Center and Maria Gonsalves of Cayo Medical Family Clinic expressed their commitment to delivering patient-centered care under the NHI framework.

Lionele Olivera, Total Health Solutions: “Total Health Solutions is a relatively new company. However the experience goes beyond the company. And we’ve had engagement with multiple other primary care providers among other support services. So with this new company that we would have created it generates a new opportunity for the communities which we are going to serve. And not only for the communities but also for the health care providers who are actual mature persons within the health care systems, whether it’s doctors, support auxiliary nurses, registered nurses, among other services providers that we do have.”

Pablo Pena, Guardian Avail Medical: “I think we have a social responsibility now with the residents of Belmopan and the other outside communities as we also serve Armenia, St Margaret, Agua Viva, and the Springfield community. So I’m really happy, you know, I think our establishment has a great responsibility with the people. I also would like to acknowledge NHI and the government of Belize as their commitment to keep improving healthcare services is a reality. I think NHI is a program that helps bridge that gap between patients and getting not only affordable but quality healthcare services.”
Maria Lucas Gonsalves, Cayo Medical Family Clinic: That means a lot for me and the residents of Blackman Eddy. Because we’ll be able to assess the healthcare system, the maximum quality with affordability and also free because this impacts us in that we don’t have to come to Belmopan to have medical care. You can be right there improving the lives of our residents and children that is wonderful.”

The providers emphasized that participation in the NHI scheme allows them to offer structured, accessible care to families who may otherwise struggle with out-of-pocket medical expenses.

Minister of Health and Wellness Kevin Bernard underscored that the expansion is part of a broader strategy to strengthen Belize’s primary healthcare system and reduce pressure on public hospitals.

Kevin Bernard, Minister of Health and Wellness: “Today, we join you here as we commemorate a very important milestone, 25 years of the National Health Insurance Program. So today’s contract signing ceremony represents more than an administrative process. It reflects our continued commitment to ensuring the lesions have accessible, affordable, and quality healthcare close to home. Primary healthcare, ladies and gentlemen, remains the backbone of any effective health system. This is where prevention begins, where chronic diseases are managed, and where families develop trust, relationships with healthcare providers. And through NHI, thousands of Belizeans have benefited from improved access to essential services without the burden of overwhelming out-of-pocket costs. The agreements signed today reinforce an important partnership, one that places patients at the center of healthcare delivery and supports our broader national vision of universal health coverage. To all of you providers signing today, I thank you for your dedication and willingness to serve Belizean families. The work contributes directly to healthier communities and a stronger nation. And as we celebrate 25 years of NHI, let us continue to work together to build a healthcare system that is equitable, sustainable, and responsive to the needs of every single person.”

Bernard added that the ministry will continue working to expand NHI coverage nationwide, improve service delivery standards and ensure sustainable financing so that more Belizeans can benefit from affordable, quality healthcare.  With today’s signing, the Government says it is moving closer to its goal of universal health coverage, positioning the NHI program as a central pillar in Belize’s healthcare reform agenda.
