JLP leader, Prime Minister Dr. Andrew Holness, says the by-election for the Seivwright Gardens Division was stalled because the mayor of Kingston was unwilling to give the go-ahead.
The mayor, Andrew Swaby, has the right to declare a by-election for vacant divisions.
Dr. Holness made the comments while speaking with the media during Monday’s nomination day proceedings.

Seivwright Gardens lies within the West Central St Andrew constituency, for which Holness is seeking to secure a seventh consecutive term as MP.
The division was one of four across the KSAMC which was set have a by-election alongside the parliamentary polls on September 3.
The JLP’s Delroy Williams was the sitting councillor for the division.
But he has since been nominated to represent the party in Central Clarendon.
It’s understood Mayor Swaby had written to the EOJ to bar nomination proceedings in Seivwright Gardens.
Swaby said he did so because Williams did not submit a letter of resignation from his role as councillor.
