House Debate Turns Heated Over Plan to Rename DFC

The Development Finance Corporation, better known as the DFC, is set to receive a new name as part of a rebranding exercise undertaken by the Government. The Development Finance Corporation Amendment Bill 2026, debated in the House of Representatives on Friday, proposes renaming the institution the “Development Bank of Belize.”  Under the legislation, every reference to the Development Finance Corporation in existing law will be replaced with the new name. The amendment also ensures that the rebranding will not disrupt the institution’s operations. Existing contracts, agreements, assets and legal proceedings will automatically continue under the Development Bank of Belize. Employees will also transfer to the renamed institution with their accumulated benefits protected.  During Friday’s debate, however, Mesopotamia Area Representative Lee Mark Chang questioned whether changing the institution’s name would be enough to address concerns surrounding its history and public reputation.

 His remarks prompted a heated exchange across the floor of the House, as Government members defended the proposed change.

The Government maintains that the amendment is a straightforward but important step in repositioning the institution as Belize’s national development bank. The rebranding is expected to provide a clearer representation of its mandate to finance housing, education, agriculture, businesses and other productive sectors.  Once approved by the National Assembly and assented to, the legislation will take effect on a date appointed by the Minister and published in the Gazette. The institution will then formally operate as the Development Bank of Belize. The bill makes clear that the change will not affect the validity of existing loans, obligations or agreements.
