Kennedy Carrillo Appointed Belize’s Permanent Representative to ICAO in Canada


Kennedy Carrillo, former CEO in the Ministry of the Blue Economy and Civil Aviation has been appointed to serve as Belize’s Permanent Representative to the Assembly of the International Civil Aviation Organization based in Montreal, Canada. A first for Belize, the country is now set to contribute directly to global aviation decisions. During the 42nd Assembly of the International Civil Aviation Organization (ICAO), Belize was elected to Part III of the ICAO Council for the 2025 to 2028 term. The 36-member Council is based in Montreal, Canada. As a first-time member of ICAO’s executive body, Belize joins at a time when the newly elected Council will focus on enhancing aviation security, developing AI-related aviation protocols, promoting environmental sustainability and supporting the next generation of aviation professionals. In a nutshell, Belize’s election to the ICAO Council—and Carrillo’s appointment means the country now holds direct influence in global aviation policymaking and has a new opportunity to advance its role on the international stage.


Carrillo holds a master’s degree in psychology from the University of the West Indies (UWI) and has completed several aviation training programs from prestigious institutions, including the Singapore Aviation Academy.
