
The Ministry of Economic Transformation (MET) has released a statement to clarify recent media reports concerning the recruitment of the Financial Administrator for the Global Fund Implementation Unit. The MET, as the Principal Recipient of the Global Fund Cycle 7 Grant, emphasized its commitment to transparency and adherence to national and international recruitment standards. The Ministry detailed that the recruitment for the Financial Administrator position commenced in October 2024, following full approval from the Global Fund after a comprehensive capacity assessment. The position was publicly advertised on November 4, 2024, in accordance with Government of Belize procurement procedures and with Global Fund approval. Four shortlisted candidates were interviewed on November 22, 2024, by a panel that included representatives from the former Principal Recipient, the Ministry of Economic Development (now MET), the National AIDS Commission, the Ministry of Finance, the Ministry of the Public Service, and an external consultant. Based on a standardized evaluation, Jorge Rodriguez, who achieved the highest score in technical skills and experience, was recommended for the position. His appointment was subsequently cleared by the Ministry of Finance and the Office of the Contractor General, with his engagement effective January 1. The MET explicitly stated that the current Minister of State in the Ministry of Economic Transformation, Dr. the Hon. Osmond Martinez, was not involved in the recruitment process, as he was serving in a different ministerial role at the time. The Ministry of Economic Development also had no direct involvement, with an independent evaluation committee handling the procurement.
