Ministry links fatal crash to incomplete highway segment

The Ministry of Works and Infrastructure says Monday night’s fatal crash in Debe highlights the urgent need to complete the Debe-to-Penal segment of the Solomon Hochoy Highway Extension Project (SHHEPF).

In a statement issued today, the Ministry expressed condolences to the family and loved ones of Kalisa Danclair, the 29-year-old HADCO Ltd store manager whose car plunged into the South Oropouche River at Bunsee Trace.

“We commend the swift response of nearby residents and emergency services, whose actions reflect the strength and solidarity of the community,” the release stated.

It noted that while a modern bridge with enhanced safety features was already constructed nearby under the SHHEPF, it remains inaccessible due to the incomplete highway segment.

“This tragedy underscores the urgent need to complete and operationalise critical infrastructure to enhance public safety and connectivity,” the Ministry said.

The Ministry also reaffirmed the importance of collaboration with local government partners, noting that the existing bridge where the incident occurred falls under the purview of the Regional Corporation.

Danclair was driving south along Debe Trace in a silver Toyota Axio when the crash occurred near Rahamut Trace, opposite the Lord Shiva Mandir. Her car reportedly struck a steel barrier on the western side of the bridge, destroying about 10 feet of railing before plunging into the river.

Fire Services, Hunters Search & Rescue, and residents worked together to recover Danclair’s body and retrieve the vehicle from the water.

District Medical Officer Dr Leanna Mahabir pronounced her dead at the scene. Her common-law partner, 28-year-old Brian Ravello, was also at the location.

Police investigations are ongoing, and officers are still seeking Danclair’s driver’s permit and insurance certificate.
