The mission, led by former Saint Lucian Prime Minister Kenny Anthony, consists of 23 experts and observers from 16 countries. According to the OAS, the team will monitor key aspects of the electoral process, including election management, constituency boundaries, electoral technology, campaign financing, electoral justice, and the political participation of women.

Members of the mission will first observe ballots cast by police, military personnel, and election day workers on August 29. On Election Day, the team will be present at polling stations across the island to observe the full process — from the opening of polls through the counting and transmission of results.

In the days leading up to the vote, OAS observers will also meet with government and election officials, political parties and candidates, civil society groups, and other stakeholders to hear their views on the electoral process.

Following the election, the OAS/EOM will issue a Preliminary Report containing its findings and recommendations aimed at strengthening Jamaica’s democratic and electoral systems.

This marks the fourth time the OAS has deployed an observation mission to Jamaica. The initiative is supported financially by Canada, Chile, France, Italy, the Netherlands, Peru, Spain, Switzerland, and the United States.
