OPR Directs HDC to Pause $3.4 Billion in Housing Contracts

The Office of Procurement Regulation (OPR) has formally directed the Housing Development Corporation (HDC) to hold on the award of TT$3.4 billion in housing contracts pending a comprehensive review of procurement proceedings.

In a statement issued on April 16, 2026, the OPR said the directive was given on Tuesday, April 14, 2026. The Office noted that the enquiry was initiated to ensure full compliance with the Public Procurement and Disposal of Public Property Act, 2015, as amended, along with its associated regulations, handbooks, and guidelines.

The OPR stated that the action was taken pursuant to its powers under Sections 14(1)(a), (c), and (d) of the Act.

The Office also indicated that it will make no further comment on the matter in order to ensure the integrity of its ongoing enquiry process.

The issue was brought into the public domain by Camille Robinson-Regis, former housing minister and Member of Parliament, who raised concerns about the proposed award of the contracts to 11 contractors, questioning the transparency and legality of the process.
