PNP to stage protest over Dennis Chung FID appointment

The People’s National Party (PNP) is set to stage a peaceful protest on Monday, June 3, in opposition to the appointment of Dennis Chung as chief technical director of the Financial Investigations Division (FID).

The demonstration, scheduled to begin at 8:30 a.m. at National Heroes Circle in Kingston, is part of what the party describes as an ongoing effort to “protect democratic principles, restore public trust, and resist the politicisation of independent institutions.”

“This demonstration forms part of the party’s ongoing call to protect democratic principles, restore public trust, and resist the politicisation of independent institutions. Jamaicans deserve better, and we must act now to safeguard the future of our democracy,” the PNP said in an advisory to the media.

The protest comes amid mounting political tension following Chung’s appointment, which becomes official on June 2, 2025. The PNP has flagged concerns over a potential conflict of interest, given that the FID is currently investigating Prime Minister Andrew Holness for illicit enrichment.

“Chung’s appointment,” the party said, “raises serious concerns about conflict of interest, political interference, and the erosion of public trust in our anti-corruption institutions.”

At a press conference on Thursday, PNP General Secretary Dr. Dayton Campbell issued a 72-hour ultimatum to the Jamaica Labour Party (JLP) Government to reverse the decision or face islandwide demonstrations. “Actions across the country” could follow if the appointment stands, he warned.

Chung succeeds Selvin Hay, who demitted office in July 2024. His selection has sparked fierce backlash from the Opposition, which accuses him of lacking impartiality and the necessary qualifications.

PNP President Mark Golding added fuel to the fire at Thursday’s press briefing, pointing to past statements made by Chung about investigations currently under the FID’s watch.

“He clearly is a biased person on this matter; he clearly would have a conflict leading the FID to investigate this matter. That is why we’re saying he should resign that position if he’s accepted it, or the appointment should be rescinded and revoked forthwith,” Golding said.

In response, Finance Minister Fayval Williams defended the appointment, stating that Dennis Chung was selected through a legitimate process overseen by the Public Services Commission (PSC).

“The proposal for the Government to insert itself into a meritorious process which included advertisement and interviews, and was conducted by the PSC, is both reckless and dangerous. This is a path which Jamaica should avoid,” Williams said in a press release on Friday.
