Police Commissioner Dr. Richard Rosado is urging Police Constable Gabriel Pou to come forward and share any information he may have regarding the Joseph Budna kidnapping.Speaking in an updated interview, Commissioner Rosado confirmed that PC Pou has not reported for duty at the Mahogany Heights Police Station since receiving his transfer from the GI3 unit, a transfer Pou had rejected. The Commissioner said that if Pou does possess information relevant to the high-profile kidnapping case, he should formally present it to investigators. Rosado’s comments came in a response to the public speculation that the transfer was linked to Pou’s alleged knowledge of the Budna kidnapping. In today’s interview, however, the Police Commissioner emphasized that any officer with relevant information has a duty to report it through proper channels.

Dr. Richard Rosado, Commissioner of Police: “Our transfer policy is based on the general welfare of the department and exigencies of services. I do not know, he has not communicated to me what knowledge or if he has anything. All I was brief on is that he has abandoned his post and he has not shown up for duty from he was transferred from the ministry.”
Reporter: If he does have information, would you encourage him to come forward?
Dr. Richard Rosado, Commissioner of Police: “Of course, I definitely would encourage him if he has any information at his evidential value to come forward and speak to the investigators so that we can continue the ongoing investigation.”
As it relates to the transfer, the Commissioner reiterated that Pou’s reassignment to Mahogany Heights was an administrative decision made in the interest of the department’s operational needs, and not a disciplinary or retaliatory action. He added that the matter remains under legal review following steps taken by the officer’s attorney. Police say they continue to await PC Pou’s compliance with his transfer and any information he may wish to provide.
