Prime Minister Briceño Introduces National Health Insurance Authority Bill

Prime Minister John Briceño today introduced the National Health Insurance Authority Bill, 2026 during this morning’s sitting of the House of Representatives, describing the measure as a major step toward universal healthcare coverage in Belize.  The proposed legislation seeks to remove the National Health Insurance (NHI) provisions currently contained within the Social Security Act and instead establish a standalone legal framework to govern the program. Under the bill, a dedicated authority would be created to administer equitable, accessible, affordable, and quality healthcare services to all eligible Belizeans.  Government says the move aims to modernize the management of the NHI scheme while improving efficiency, sustainability, and coordination with the Ministry of Health. The legislation also emphasizes people-centred healthcare, ensuring services are tailored to the real needs of communities across the country, while strengthening accountability and resource allocation in the public health system.

Speaking in the House, the Prime Minister framed the reform as a social equity measure intended to close long-standing gaps in healthcare access between urban and rural populations. He also noted that the current NHI program already serves thousands of Belizeans through a network of clinics across several districts, which the new authority would strengthen and expand nationwide.

If passed, the bill would lay the foundation for the expansion of national health coverage and formally institutionalize the administration of the NHI program under its own governing authority, a shift government officials say is necessary for long-term sustainability of the country’s healthcare system./
