Among the most significant issues raised by the regulator are whether the acquisition would reduce competition in Belize’s telecommunications market, how service quality will be protected for consumers, and whether BTL’s network would remain open to other service providers on fair terms. The Commission is also asking both companies to explain how the deal would be financed and what safeguards would be in place to protect customers during the transition. In simpler terms, the regulator wants to know whether the proposed takeover would lead to better services and investment for consumers, or whether it could limit competition in the sector. The Commission is also seeking details about how the two companies’ networks would be merged, whether services could change or be discontinued, and how telecommunications resources such as spectrum and numbering blocks would be managed once the companies are combined. Another key concern raised by the regulator is whether the consolidation could affect innovation in the industry or make it more difficult for new telecommunications providers to enter the Belizean market. Both companies have been asked to submit their formal responses to the Commission by April 13, which is the same deadline given for members of the public and other stakeholders to submit comments on the proposed acquisition.
