Third Former TTCU Employee Charged as Probe Continues


Police have now arrested and charged three former employees of the Toledo Teachers Credit Union (TTCU) as investigations continue into financial irregularities uncovered at the institution’s Bella Vista Branch.  The latest arrest was made yesterday, when police formally charged 26-year-old Herman Cal, a Belizean of Independence Village, Stann Creek District, with one count of Theft.  Cal’s charge follows two arrests made on Wednesday as part of the same investigation. Police say 39-year-old Manuel Cucul, a Belizean police officer of Bella Vista Village, was charged with one count of Abetment to Commit Theft, while 24-year-old Kevin Junior Sam, a loans clerk of Bladen Village, Toledo District, was charged with one count of Theft. All three accused are former employees of the TTCU.  The charges stem from investigations that date back to June 2024, when a report was filed by the then General Manager of TTCU, triggering an internal review of operations at the Bella Vista Branch. That review was later followed by an external audit, which uncovered significant financial irregularities, including the fraudulent approval of loans and the misappropriation of members’ funds.  According to investigators, the audit revealed that multiple loans were approved over an extended period in the names of unsuspecting members. The findings ultimately led to the termination of the entire staff at the Bella Vista Branch in 2025, including the branch manager.  Investigators say the audit further determined that approximately four hundred and sixty thousand dollars ($460,000) was unaccounted for at the branch.  TTCU has since indicated that affected members were reimbursed using the credit union’s reserves, and the matter was formally referred to police for criminal investigation and recovery efforts. Police say investigations are ongoing, and additional charges have not been ruled out.  Best information to Love News is that more arrests will be made in the coming days.
