Energy Minister Daryl Vaz says his opposition counterpart, Phillip Paulwell, has no moral authority to criticise the Jamaica Public Service Company, JPS, in its decision to issue estimated bills.
In a statement on Friday, Paulwell described the move as unconscionable, adding that it would provide the company with an undeserved windfall.
Minister Vaz says while the issue should not be politicised, the record must show that it was Paulwell, in his time as minister, who gave JPS the power to act in this controversial manner.
