Vital Statistics Office Sees Surge in Online Applications

The Vital Statistics office is recording increased application numbers following a shift to a system that allows birth certificates to be printed on any paper, removing the requirement for citizens to collect documents printed on official pre-stamped stock. The Attorney General explained that the move was driven by a desire to broaden access, particularly for Belizeans who cannot easily travel to the office in person, and that the transition has been coordinated with key partner agencies including Social Security, the Immigration Department, and the Elections and Boundaries Commission to minimize confusion. He noted the office is now breaking even on applications and that the primary goal remains expanding the reach and ease of vital records services for all Belizeans. While some concern was raised about the potential for counterfeit documents given that anyone can now print a birth certificate on their own paper, the Attorney General indicated that the serial number system previously used on pre-printed stock has been replaced by electronic verification mechanisms that partner agencies are now equipped to work with. 

Anthony Sylvestre, Attorney General of Belize:A birth certificate was generated then was printed on that. Now what we have sought to do is that we have sought to allow for wider access. Our access means you don’t necessarily have to come into the office and have to have your birth paper be printed on a paper. You having accessed the service and having received your e copy you can print it on any paper. And so we look at the potential confusion that could occur. So you have agencies with which we have working relationships, Social Security, with the Immigration Department, Elections and Boundaries, we believe if w were to have two different types of papers it could create some issues. It could create some problems and so unfortunately at this time the position is that we will allow persons to be able to determine what paper they want to put it on.”

The expansion of digital access to birth certificates marks a meaningful step toward a more inclusive and accessible civil registration system in Belize. However, questions about document integrity and public awareness of the new process will need to be carefully managed as the rollout continues.
