Minister of Homeland Security Roger Alexander has issued a detention order for a woman who they say was at the centre of a plot to kill state officials, police and prison officers, and attempted to get communications devices and narcotics into the Teteron Barracks, where high-profile criminals are being held.
The woman has been identified in the detention order as Neisha Ramkissoon, also known as ‘Hoggie’, and is said to have a love interest in a gang leader known as Roger Paul, who has operational control and leadership of an Organised Criminal Group (OCG), also called the Resistance Gang.
“She has been identified as a trusted member of the gang who is planning, directing, procuring and supervising gang activity for the gang wherein she has recruited and armed gang members with firearms and provided instructions from the Gang Leader to engage in acts of kidnapping against the business community and to kill State Officials including members of the TTPS, Prison’s Service and the Judiciary,” the detention order stated.
The detention order adds: “She has been implicated in the kidnapping of a doubles vendor’s daughter for ransom, the killing of a coconut vendor on more than one occasion and the extortion of several businesses in her area. She has been receiving instructions from the incarcerated Gang Leader to plan and execute criminal enterprises, specifically, to kidnap members of the business community to fund the Gang Leader’s bail application.”
It added that she was recently a participant in a communication with others who are planning a coalition of forces to imminently kill public officials, namely police officers, prison officers and members of the Judiciary.
“She has armed young members of the gang with weapons who are awaiting the instruction of Robert Paul to begin their plan elements of which are planned to be executed in public with high-powered rifles thereby endangering public safety,” it said.
It added: “She recently attempted to get narcotics and communication devices into the Teteron Barracks where the Gang Leader is being held. Her detention has therefore been deemed critical to disrupting these planned acts of violence.”
Caveman & Fats sought
Another detention order is seeking a man by the name of Brian Thomas, also called “Caveman”, who has been identified as a member of the Railway Road Baddness gang.
“He has been identified as a key gang operative who is involved in sophisticated ‘gang activity’ including but not limited to the shipment and sale of narcotics, the laundering of the proceeds of crime, the acquisition and storage of high-powered firearms, the violent expansion of gang territory, intimidation through the use of firearms, attempted murder and violence to maintain gang control,” the statement added.
A third detention order is for a man named as Anthony Charles also called “Fats”, “Fat Man”, “Spring King” and “Spring” of Light Pole No. 29, Phase 4, Beetham Gardens, Port of Spain and also of No. 54, Phase 4, Laventille and also of Main Street, Beetham Gardens, Port of Spain.
He has been identified as a known gunman and member of a gang within the meaning of the Anti-Gang Act and poses an immediate threat to public safety.
“This threat is established by information and intelligence, including sworn statements from persons who can identify the detainee as a gang member,” the detention order said.
The detention order claims that Charles, together with Jamal Parker Bartholomew, Frankie Bartholomew, Raphael Randy St Rose, Nathaniel Joseph Sheppherd, are all known gang members who, along with Nimal Mahadeo, a known gang facilitator, have and continue to conspire to commit the murder of Candice Mahadeo.
“This murder is planned to be executed in a public place during a working day at a time when there will be maximum exposure to ordinary citizens. There is a serious risk of harm being caused to members of the public in the vicinity of this imminent act. The detainee has been identified as having access to a cache of high-powered rifles and continues to direct known shooters, take part in suspected retaliatory shootings,” the detention order outlined.
A fourth detention order is for Hosca Hernandez who has been identified as a senior member of the Railway Road Baddness gang.
He has been identified as the gang’s lieutenant and firearms handler.
“He is believed to be working with the gang’s founders as a second-in-command, responsible for receiving and storing high-powered rifles, AR-15s, and handguns, which are then circulated to gang members for use in enforcement, intimidation, and retaliation. He also manages the movement of firearms across gang territories,” the statement said.
A fifth detention order is for someone only identified as Rivaldo, also know as ‘Valdo’, of Macbean, Couva, who has been identified as a member of the Railway Road Baddness gang.
“He has been identified as being a gang scout and armed foot soldier used for surveillance, transport of weapons, and involvement in planned hits, most recently the attempted public assassination of a gang member’s relative. His continued presence ensures the gang retains the capacity to carry out violent enforcement and imminent targeted killings on behalf of the leadership of the OCG,” the detention order said.
